Summary of roles and responsibilities

The Chief Executive Officer will be an Executive Officer of the International Health Terminology Standards Development Organisation (IHTSDO, the “Association”) as set out in the IHTSDO Articles of Association, paragraph 9.2.1.

The Chief Executive Officer is responsible for:

  • the provision of overall leadership and all day-to-day operational, management and reporting aspects of the Association
  • the management of all relationships with Association Members, Affiliates and Contractors (in particular the College of American Pathologists [CAP]), and representation of the Association to any countries, bodies or individuals considered necessary and appropriate
  • the development and implementation of strategy and regulations necessary for the ongoing growth of the Association
  • obtaining and maintaining all resources, including people and information, necessary for the operation of the Association
  • drawing attention to and reporting on all appropriate issues to the Association Management Board and at as necessary, to the Association General Assembly
  • promoting, marketing, support building and advancement of the International Health Terminology Standards Development Organisation

Context

The Chief Executive Officer is to develop, provide resources, undertake all tasks and assume all responsibilities necessary to achieve Vision of the Association.  The Vision is for SNOMED CT[1] to be the information standard underpinning the international interoperability and conformance of patient care delivered by IT enabled healthcare systems.  The Association is to operate under governance processes that will ensure that uptake; collaboration, alignment and the capacity for appropriate localisation are actively supported.

As Chief Executive Officer of the Association, the position is responsible for, and may undertake, any transactions related to the day-to-day business of the Association.  The Chief Executive Officer is both subject to and will uphold and develop:

  • the Articles of Association and Regulations that arise from them, and
  • Management Board policies, procedures, directions and guidelines.

Key result areas

The Chief Executive Officer is responsible for:

  • Undertaking all tasks necessary for the maintenance of the Association in Copenhagen, Denmark
  • Developing and implementing an organisational design appropriate to achieving the goals, vision and strategy of the Association
  • Developing and installing appropriate financial, human resource, Information Technology, governance and other appropriate support systems
  • Recruiting staff as appropriate and obtain other equipment necessary to the achievement of the Associations goals
  • Maintaining all operational aspects of the Association necessary to ensure its compliance with relevant law and ongoing viability generally
  • Supporting and where necessary leading on the establishment, maintenance and delivery of formal agreements [harmonisation agreements] with other information standards development organisations.
  • Developing a programme of work appropriate to establishing appropriate working relationships with senior staff in:
    • Government agencies (Member and non-member)
    • Affiliates (potential and actual)
    • The media

  • Attending Association Management Board meetings to provide support and advice as required
  • Attending Association General Assembly meetings to provide support and advice as required

Working relationships

The Chief Executive Officer will develop and maintain:

  • a close working relationship with all Executive Officers of the Association
  • a Liaison role on behalf of the Association with any of the Associations Support Organisations

In addition, the Chief Executive Officer will represent the IHTSDO to other International Healthcare Standards Bodies as required.

Accountability

The Chief Executive Officer reports directly to the Management Board of the Association. This reporting will include specific reference to the annual budget, as set by the Management Board, and approved by the General Assembly. Any deviation from the budget shall be adequately documented and explained on a quarterly basis. Major expected deviations will need advance notification to the Management Board.
