Job Title - New Hospitals Programme Director

KEY DIMENSIONS

Group Director within the Finance & Investment Directorate, responsible for the management of the New Hospitals Programme which involves the re-development of Barts and The Royal London Hospitals, a managed equipment service and facilities management services.

 

JOB PURPOSE

 

 

 

 

 

  • The post holder will have the responsibility for managing all aspects of the New Hospitals programme on behalf of the Trust Board.
  • The post holder will act as the main point of contact for all aspects of the programme, providing reports to internal and external stakeholders.
  • The post holder will have the responsibility for managing all technical and professional advisors to the programme.
  • The post holder will be "The Trust Representative" in the PFI contract.
KEY DELIVERABLES
  • Maintaining absolute adherence to the programme's schedule in order to avoid incurring additional costs and overrun penalties (£500k per month added to the Unitary Charge for 1 month's delay to the construction & commissioning programme).
  • Developing a far reaching and robust benefits realisation programme, which is well founded and communicated across the Trust to ensure that planned efficiencies and improvements linked to the new build are identified and delivered.
  • The highly effective management of relations and communications with a diverse range of stakeholders, internal and external to the Trust, surrounding the Project and its PFI status.
  • Managing successfully all risk, technical and commercial aspects of the Project and keeping the Trust Board and Executive Team full appraised of developments and progress.
KEY OUTPUTS
  • Monthly Progress report to the NH Programme Board & the Trust Board covering major issues, risks and dependencies. Ensuring that areas are escalated to the appropriate decision making body.
  • Reports to the NH Principals Board and Joint Partnership Board on any proposed contract variations.
  • Implementation of actions required following Gateway Review and Audits (internal and external) of the New Hospitals Programme.
  • Ensure that detailed monthly progress reports are provided to the Capital Programme Group on all capital projects managed by the New Hospitals Group.
  • Preparation of Business Cases where and when the Trust has the opportunity to Rescope in line with Schedule 22 Part 7 of the Project Agreement.
  • Agreement of Performance Objectives and formal performance appraisal against the achievement of objectives of the Heads of Clinical Design & Commissioning, Technical & Construction, PFI Performance Management & NH Programme Control Manager (4 posts that report to the NH Programme Director).

KEY RESPONSIBILITIES

  • Be responsible on behalf of the Trust Board for all aspects of the New Hospitals programme
  • Act as the one point of contact for all aspects of the programme
  • Ensure effective contract monitoring processes are in place
  • Ensure there is a robust Issues, Risk & Dependencies management process in place with a well defined escalation procedure
  • On behalf of the Trust Board manage the Trust risks that result as a consequence of the New Hospitals Programme, including
    • Manage the risks associated with equipment installation
    • Manage the issues & risks associated with site risks
  • Liaise with and update all internal & external stakeholders
  • Assist the Director of Operations (responsible Executive Director) with benefits realisation and Descoping (type 1 adjustments in line with Schedule 22 Part 7 of the Project Agreement)
  • Manage the work streams to ensure robust monitoring against the overall master programme
    • Through the technical team, monitor construction of the new build
    • Through the PFI Performance Manager, monitor all services provided by the PFI partner, ensuring a robust mechanism is in place. This will require liaising with the Director of Operations and General Managers with regard to the monitoring of Soft FM Services
  • Lead and manage the New Hospitals Programme Team, so that they are recognised within the Trust for providing quality advice, outputs and service for the delivery of the New Hospitals Programme on time and in budget
  • Manage the Trust's technical and professional advisers so that they demonstrate added value
  • Liaison with the Director of Communications ensuring there is a comprehensive communication strategy in place
  • Liaison with the HR lead ensuring there is a comprehensive HR strategy in place for the New Hospitals programme
  • Provide a robust reporting mechanism to all stakeholders ensuring regular updates are provided as requested
  • Act as the "Trust Representative" in the PFI contract
  • Liaise and negotiate with the Private Sector Partner as dictated by the programme
  • Liaise with the Deputy Director of Investment on the planning & management of the Trust's Capital Programme.
  • Lead all building & engineering projects within the Trust's Capital Programme ensuring compliance with all necessary approvals, procurement and implementation processes and ensuring that all such projects are appropriately managed
  • Manage any land sale or acquisitions that may be required
  • Ensure a robust mechanism exists to deal with contract variations including levels of authority, delegated limits, escalation in line with the Trust Standing Orders and Financial Instructions

SELECTION CRITERIA

  • Successfully managing a large scale PFI programme
  • Technical, construction and project management skills to ensure that the programme delivers on time and within budget
  • Strong commercial acumen to ensure robust financial, legal and risk management
  • Highly effective interpersonal skills to lead complex negotiations and build stakeholder relationships

  • The post holder is expected to actively promote and implement the Trust's equal opportunities policies and procedures.

  • The post holder is expected to take responsibility for self-development on a continuous basis, undertaking on-the-job and other training as required.
  • The post holder is required to familiarise him/her with and comply with the Trust's policies and procedures.
  • The post holder must be aware of individual responsibilities under the Health and Safety at Work Act and identify and report, as necessary, any untoward accident, incident or potentially hazardous environment.
  • The post holder is expected to develop IT skills.
  • The post holder may be required to undertake duties at any location within the Trust, in order to meet service needs.
